Designing options-based approaches to decarbonise heavy industry in Central and Eastern Europe

Member States face a ‘trilemma’ of needing to decarbonise its economy while keeping its industries competitive and active on the continent. Traditional heavy industries – such as refineries, steel, cement, and chemicals production - rely on high-emission processes for manufacturing many of society’s essential products yet face limited options to meaningfully decarbonise these processes. Central and eastern European (CEE) counties, including Poland, are especially vulnerable to this challenge, as they house a significant share of Europe’s industrial base, as well as several other hard-to-decarbonise sectors, so they must leverage a suite of clean energy technologies, such as CCS, clean hydrogen, and electrification, to help them transition to cleaner operations.
This roundtable event will be an opportunity to discuss how designing and deploying optionality-based approaches can put the CEE region on a path to deep industrial decarbonisation. It will feature introductory keynote remarks, followed by spotlight expertise interventions, to facilitate a meaningful roundtable debate on the next steps industrial decarbonisation in Poland and its neighbouring countries.
