Clean Industrial Deal - impact on the hydrogen sector in smaller countries and Central and Eastern Europe

The Clean Industrial Deal is an opportunity for the development of the hydrogen sector, but a challenge for smaller countries and CEE. The high cost of producing green hydrogen can be a barrier for countries with limited budgets for the energy transition. An additional problem is the limited availability of renewable energy sources (insolation, wind conditions), which are crucial for cost-effective hydrogen production. Many countries also face difficulties with energy transmission systems, making it difficult to integrate hydrogen into national electricity grids. The lack of infrastructure to transport and store hydrogen further delays the development of this technology.
Southern and Western European countries dominate hydrogen investment, threatening to marginalise smaller economies. The elimination of fossil hydrogen without available alternatives could undermine the chemical and refining industry, which plays an important role in many CEE countries. Limited renewable energy production means that green hydrogen remains expensive and uncompetitive. In addition, smaller countries may become dependent on imports of hydrogen technology, weakening their market position. Without appropriate action, the CEE region risks losing competitiveness and energy security in a transforming Europe.
